The minutes of dateYear2006Day14Month12December 14, 2006, were approved.

1.  The Swift-Daley House was presented by Tom Lenox and Maureen Leavenworth.  Peter noted his participation in the Historical Society and possibly the project.  Maureen and Tom indicated that the project is for a front sill restoration, which shall involve support and re-facing the front of the building.  The requested amount is $24,600.00.  The home has been owned by both the Swift and Knowles families.  A break down of the expenses was provided from Chris Thompson who is known as a qualified and experienced contractor with old buildings.  The structure has existed since on or before 1741 and is an example of life in early Eastham.  Deed restrictions for this project would be developed and recorded.  

2.  The gravestone restoration project at placePlaceTypeBridge PlaceNameRoad PlaceTypeCemetery and the Cove Burying Ground was presented by Sue Fischer and Bob Carlson who thanked the Community Preservation Committee for last year's support.  The current request for $19,000.00 is to follow through on the gravestone assessment.  Specifically, thirty-nine (39) gravestones out of seventy (70) identified will be rehabilitated.  Such rehabilitation shall include the closing of cracks to preclude water and to increase the longevity of the stones, which tell much of the Town's history.  The proposal may be viewed under historic preservation and open space, and the Cemetery Commission will look for the best ways to keep costs down insofar as there are two (2) competing applicants.  A permit from the Massachusetts Historical Commission for these cemeteries, which are on the National Historic Register, shall be obtained.  The work will likely last into 2008, and the Cemetery Commission does not expect further requests in the near future.  A breakdown of the expenses was provided, and a deed restriction is not anticipated since the premises are cemeteries in the National Historic Register and on Town owned property, with the work being for the restoration of existing gravestones.

3.  The Town of Eastham vital records preservation proposal was presented by Sue Fischer from the Town Clerk's office.  The objective is to preserve twenty-eight (28) volumes of vital records and two (2) old paintings in possession of the Town Hall.  Some of the records include lists of names of officers in the "Rebellion of 1861"; births, deaths and marriages going back to the 1600 and 1700s; Town accounts; land grants; and atlases.  Sue mentioned that genealogy requests are frequently made at the Town Clerk's office.  The proposal is for $39,802.00, involving historic preservation, and a breakdown was provided with $4,000.00 of the total cost to be for the restoration of the two (2) paintings.  All of the property is owned by the Town of placeCityEastham and records also will be retained on microfilm.  The conservator/contractor was selected by the Clerk’s office for reputation and high quality of work in the industry.

Glenn presented a late and incomplete application for work on the Town windmill.  The consensus was that generally, late applications should not be accepted.  The Committee thought that a policy, to be determined, for accepting late applications should be predicated on extraordinary circumstances such as if not voted on in the year applied for that it may be too late to accomplish the task requested.  The Committee concurred that the applicant on the windmill should complete the application and  prepare to present it at a later time for a subsequent annual Town Meeting.  

The next meeting of the Community Preservation Committee will be on dateYear2007Day11Month1January 11, 2007, at timeMinute30Hour175:30 p.m., which shall include the presentation by the North Eastham Village Concept Subcommittee of the Critical Planning Committee and shall involve discussion of all applications.  The subsequent meeting shall be dateYear2007Day25Month1January 25, 2007.  David shall strive to draft warrant articles between January 11th and January 25th.  

Members discussed the issue of funding for historic preservation on private properties.With regard to the use of public funds on private property, members noted the added value, the desirability of recapture of said value in the event of a resale of the premises, the possibility of an appraisal of the premises before and after the work to identify the benefit of public funds, and the subject of a mortgage to the Town to secure the funding.  David will attempt to contact Elliot Carr of the Brewster Community Preservation Committee and Glenn will attempt to call Sara Korjeff of the Cape Cod Commission relative to thoughts in that regard.  David shall try to contact a member of the Affordable Housing Task Force to replace the vacancy.
